this is a DRAFT
to support the ocap security model in tomo and tracker we propose developing a homomorphic encrypted ISA in the public domain. this will follow the development of tracker, tomo/base, tomo/ukernel, and some of the other toolchain projects.
publishing the idea now as something to keep in mind.
